I saw it from the top of St Pauls yesterday and didn't recognise it.

Lol! They're not clocks!!! They're wind turbines! The building is the Strata Tower. It is brand new, so its not surprising you haven't seen it before. I has been nick-named "The Razor" due to its appearance. It is a residential tower. It claims to be the first development in the world where wind turbines have been integrated as part of the fabric of the building.
